Lagunas famous and unique view sheds of the ocean, islands, hills, and valleys is one of the many things that makes living in Laguna a pleasure and adds dramatically to the value of homes and neighborhoods.
Sadly, for a very long time these precious public and private view sheds have been, are being, destroyed by overgrown non-native trees and shrubbery.For more than 20 years, concerned citizens have worked to create a fair, economical, effective, city enforced view and safety preservation ordinance. However certain elements in town have prevented the enactment of a needed ordinance with silly accusations such as that all of the trees in Laguna will be cut down. The result is that with each passing season more view sheds are destroyed as the vegetation grows ever more destructive and dangerous. The people trying to save Lagunas once beautiful open views have always maintained that the right tree in the right location is a blessing, but that the wrong tree in the wrong location is a disaster for both public and private views.
In attempting to create a fair and effective ordinance, one of the big mistakes that the various committees and the city has made, and continue to make, is the involvement of expensive biased arborists and mediators and all the other administrative tasks, paper work and related nonsense that bureaucrats are so fond of. Anyone can take a quick look and see that a view, or views, have, or have not, been destroyed by overgrown vegetation.You dont have to be a specialist in anything to know the cure is to require that the person who has allowed their vegetation to over grow be required to remove that portion of the vegetation that has destroyed the views.Very much like the long-standing weed abatement ordinance. If you allowed it to grow, you remove it or city will do it at your cost. View destruction, both public and private, should be treated like any other public nuisance or like the city does when you want to build or add to a structure and it blocks views. The DRB decides how much, if any, of the planned structure can be allowed.

A fire that sent black clouds of smoke over Reedley on Tuesday evening, April 8, burned two sheds on agricultural property near Fisher Avenue, south of Dinuba Avenue.
The fire broke out at about 6:30 p.m.
An investigator for the Fresno County Fire Protection District determined that arson caused the fire, said district spokesman Ryan Michaels.
Damage was set at $50,000, Michaels said.
Alcorn said he then checked around the structures, but no one was there.
Firefighters from the Reedley Fire Department joined units from the Fresno County Fire Protection District in battling the blaze.
The property is just over the city limits and in the county.
Reedley Fire Chief Jerry Isaak, who lives nearby, said the property owner had leased the land and that furniture and clothes were stored in the sheds.
Isaak said he had seen transients around the sheds in the past.
The smaller shed had a wood frame with a tin roof and siding, while the larger shed was metal, Isaak said.

A SNEAK peek of a major Commonwealth Games event in Greenocks historic Sugar Sheds will be held next week.
White Gold is a breathtaking five-night acrobatic show involving 200 volunteers which will take place in the venue in June.
It will be used to celebrate Glasgow 2014 and symbolise the area being the gateway to the games and illustrating the stories that flow from the mouth of the Clyde.
A free open evening all about the huge event takes place on Monday from 7.30 to 8.30pm in the Beacon Arts Centre.
Guests will learn more about the show and find out how to get involved in it.
White Gold is woven together from vivid and touching stories gathered across Inverclyde.
As audiences walk through the show, artists, performers and 200 volunteers will bring narratives to life through drama, movement, original music and breathtaking aerial performance.
Organisers say it will be surprising, poignant and deeply moving and gives the community of Greenock top billing for the games.

The controversy over proposals to merge Norfolk and Suffolks police control centres has taken a new twist after a vision was unveiled for all Suffolks emergency services to have a central control room based in the county.

Norfolk and Suffolk police paid a consultancy nearly 350,000 for advice on merging its control rooms and other administrative posts, it has emerged.
The constabularies recruited consultancy firm Capita to help compile a report for the proposed administrative changes at a cost of 348,884.90.
A total of 123,569 was spent on the control room work.
In addition to the merger proposal, the work also included looking at relocating other civilian staff posts from Norfolk into combined departments based in Suffolk.
Suffolks share of the whole bill was 151,764.93 with Norfolks portion coming to just over 197,000.
Simon Stevens, a spokesman for Suffolk Constabulary, said: Since 2010, Norfolk and Suffolk have been working closely together to cut costs whilst transforming services.

Skiers and riders will find four new runs on the north side of Whitefish Mountain Resort and more elbow room in the Base Lodge at the ski area, which is on pace for its planned Dec. 7 opening.
Snowfall so far at the summit measured 56 inches as of Friday, with good chances of more accumulation as a winter storm was forecast to move through the Flathead Valley this weekend.
In addition, snowmaking has been underway to prepare lower portions of Big Mountain for the opener.
Opening day will be a busy one this year as we should have enough snow for skiing to and from the Base Lodge, a resort press release states.
New intermediate runs were cut this fall and will be accessible from the Big Foot T-Bar and are the first phase of the two-year Flower Point project. In the base area, the 1,200-foot addition to the Base Lodge will provide roughly 100 seats and a warm space for guests to view the beginner learning area.
After completion, the Flower Point project will add approximately 200 acres of lift-served terrain, including 32 acres of cleared runs and additional gladed areas.
Three more runs and a fixed-grip triple chairlift with 970 feet of vertical rise will be added in the 2014-15 ski season providing a capacity of 1,800 people per hour. The second phase will begin in summer 2014 when the Flower Point lift is installed, including 17 towers and 157 chairs. The Flower Point Chair is planned to run daily.
The new space in the Base Lodge will not only provide additional seats for guests to enjoy lunch and a warm spot to view the beginner area; the room also can be used for special events.
Adjacent to the existing Mt. Jackson Room, the new room has been dubbed The Gunsight Room, named for Gunsight Mountain next to Mt. Jackson in Glacier National Park. Each room can be rented out individually or together as one space. The resort plans to make additional changes in the Base Lodge to optimize capacity in 2014.
Also new for winter 2013-14, Whitefish Mountain Resorts snowsports school will provide snowboarding lessons for 3- to 6-year-olds. Previously snowboarding lessons began at age 7, however, with recent advancements in snowboarding equipment for smaller kids and an increase in the number of young customers whose parents in many cases are snowboarders, these lessons offer families the option of learning the sport at a younger age.

Macro Economy Has Been Non-Conducive For The Retail Sector
Over the last 6-8 quarters, the retail sector in India has been subject to immense pressures from a slowing economy, stagnancy in jobs and incomes, and lack of stimulus from government policies. More recently, Indias quarterly GDP consistently fell short of the 5.0% y/y growth mark, which was the average growth recorded for the last financial year FY2012-13. For FY2013-14, the economic growth rate is expected to come in at less than that observed in the previous year.
Private consumption expenditure, which is a critical component accounting for over 60% of Indias GDP, saw a growth slump, recording not more than 3.0% y/y growth in the recent four quarters. Lack of confidence among the consuming class due to compromised job prospects and income growth has led a rising proportion of income going towards secure savings rather than consumption spending. High inflation and borrowing rates further derailed hopes of an early recovery. Moderated consumption spending and high inflation has had a direct impact on the retail sector, whose growth momentum has been falling sharply.
Lack Of Policy Stimulus & Demand-Centric Mall Development
Mall space absorption continued to remain weak in 2013 from the low levels observed in 2012 across the leading seven cities of India. Factors that were responsible were a poor policy framework and the lack of new mall construction. In the last 6-8 quarters, retail has been subject to difficulties on the policy front, as progress on retail sector FDI hung in the balance. While the ruling government was in favour of liberal reforms in FDI policy, stiff opposition from other political parties gave foreign retailers reason to remain cautious. Also, with the upcoming elections threatening to overthrow the current ruling alliance, withholding investment decisions retailers was probably the best option available to retailers at this time.
While the external environment plays a huge role in demand for retail space, supply is an important consideration too. Premium fashion brands that enter India have had difficulties in finding quality mall space. Major Tier-I cities of Delhi-NCR, Mumbai and Bangalore witnessed a fall in supply of quality malls as developers responded to the current situation by holding on to project completions. Retailers responded by either looking for spaces in quality high streets or by delaying entry completely.
