    Citation recommended for contractor

    State regulators have recommended a citation for a San Diego contractor after investigating complaints from residents of a Fashion Valley homeowners association that the company was painting homes without required licenses.

    An enforcement supervisor for the Contractors State License Board informed resident Betty Rodriguez in a letter last week.

    After thorough investigation we have forwarded our investigation report to our regional office for preparation of a citation against the contractors license, the supervisor states.

    Rodriguez and other members of the Fashion Hills Owners Association filed the complaint against Southern California Property Maintenance, a firm owned by Robert Borrego.

    Borregos maintenance company was given a $184,000 contract for painting and other improvements even though he does not hold a specialty painting license.

    U-T Watchdog reported on the contract in October. Homeowners association board member Michael Shames said then that Borrego transferred the work to another vendor, although painters working in the neighborhood told the Watchdog they worked for Borrego.

    Shames said Monday, I encouraged everyone to use the regulatory process to resolve this controversy precisely because there were no clear answers and thats why the regulatory bodies exist. That process is still underway.

    Borrego also works as the property manager for association, which several homeowners said is a conflict of interest.

    Borregos lawyer said Monday that he had no comment.

    A Giant Game of Tetris Was Played on a Skyscraper

    LED technology has helped bring more art into outdoor lighting. Now theres gaming, too.

    A professor at Drexel University celebrated the 30th anniversary of Tetris over the weekend by hacking the computerized LED lighting system of a 29-story skyscraper in Philadelphia to play the game.

    And this isnt the first time Prof. Frank Lee has played a game on a skyscraper: he apparently organized a game of Pong last year.

    Technology has sort of made us isolated from each other, Lee told the New York Times. I want us to be with each other and play with each other.

    Of course, he isnt the only person to have used city skylines for reasons other than their intended purpose.

    Microsoft in 2012 lit up the nights sky of London for a publicity stunt surrounding the newest release for its blockbuster sci-fi shooting game, Halo 4.

    Marketers as well have used other technology, often in those cases using high-end projectors, to display all manner of images on the sides of buildings. And San Franciscos Bay Bridge has been lit up with an art installation based on LEDs.

    Honey Maid brand, which produces graham crackers and variations there-of, recently released a new series of advertisements. The ads, called "This is Wholesome" celebrated all families, the company said.

    The commercials featured interracial and same-sex couples.

    Honey Maid said they received a lot of negative comments about the ads, so they hired two artists to create art from the printed comments.

    What's even more amazing is the number of positive comments the company received, and what they did with that paper.

    Shared street project hits dispute as township wants to opt out

    After Oak Lawn Township supervisors stated they were opting out of paying for a street project on the jurisdictional line with Brainerd, city council members were considering their options.

    Pastors at Faith Baptist Church, which is in Oak Lawn Township, also wondered how they would be affected if the township does opt out. The question is who is going to pay and how that is going to be divided up, said Council President Dale Parks.

    The state statute that addresses such streets with shared jurisdiction noted either party can petition the county board for dispute resolution.

    The council voted 4-2 to have the city attorney start the process on the dispute resolution and to find out if the city can go ahead with half the property in Oak Lawn Township. Council members Gary Scheeler and Chip Borkenhagen were opposed. Council member Dave Pritschet was absent.

    Waiting to fix the road comes with its own expenses in trying to maintain it, said City Engineer Jeff Hulsether.

    At issue is 28th Street, between Oak Street and Highway 25. The total project cost is estimated to be $419,000 with $147,000 assessed to property owners in Brainerd and $42,750 charged to Oak Lawn Township.

    Council member Kelly Bevans asked if the township opts out if the city is left picking up those costs. Bevans also questioned if the city could pave the street without Oak Lawn Townships consent. Bevans said he was reluctant to go forward without having those questions answered.

    Council member Mary Koep said she thought Oak Lawn Township was in favor, at least for the street, but didnt understand why they were opting out now.

    I dont think Ive heard anybody say that road doesnt need to be done, Koep said. ... Im really puzzled tonight.

    Koep said she couldnt vote for it and lay the assessment on the people of Brainerd. We cant assess the church because they are in Oak Lawn.
