BERRYVILLE -- The end is in sight for the construction project to install a traffic light and widen U.S. Highway 62, said an official from the Arkansas Highway and Transportation Department.

"They started [paving] this morning," said Stacy Burge, resident engineer for the AHTD, who is overseeing the project. "I don't know if they got rained out, but they should get done by the end of next week. So it will be about two weeks."

Once the paving is complete the highway department will stripe the road, or paint it, and then turn on the light, Burge explained.

"It has gone well, but like any project, there have been some bumps in the road," he continued. "We would have been able to finish last fall if it was not for the weather. It has been a really bad winter and last year in August we had some abnormal rain. We got several inches of rain that we don't normally get and that delayed us."

The project started more than two years ago by the AHTD, Burge estimated. But the city had to begin before the AHTD to lay the groundwork for the project, which included moving city utilities such as water and sewer lines, as well as running the utilities to the light, said Kirby Murray of Berryville Public Works.

Also, the city had to pay an approximate $8,000 to run the power lines under and along the highway because the AHTD had put the control panel on the opposite side of the road from the light, Murray said. The city also had to pay nearly $18,000 when the primary contractor for the project, Journagan Construction, broke a water line.

The construction crew that broke the line has claimed that they performed the necessary steps before digging by calling and confirming their plans with Arkansas One Call. AOC is an agency that notifies excavators of underground utilities before they begin working. Murray said that his crew had marked the line that was broken several times before the digging began, so AOC would have notified the construction company of the water line.

Journagan Construction was paid an approximate $9.4 million for their contract, according to AHTD records. They were asked to reimburse the city for the water line, but they have not indicated that they will to the council or mayor's office, said Mayor Tim McKinney.

"I am sure they will be just as happy to leave as everybody else will be to see them leave," McKinney said. "It has been a long project, but when it is all done, I think it will be an improvement."

McKinney will be addressing the issue of reimbursement at the next council meeting -- tonight -- to see if the aldermen are interested in taking the matter to court, he said.

The 1992 Babri Mosque demolition was an "act of planned sabotage" and not a by frenzied mob of Hindu outfits, a news portal claimed on Friday on the basis of asting operation it had carried over a period of two years.

At a press conference in New Delhi, Cobrapost editor Aniruddha Bahal screened the recorded interviews in which some low rung leaders of the Bharatiya Janata Party, the Vishwa Hindu Parishad, and the Shiv Sena have claimed that the operation was carried out with precision by their volunteers after going through intensive training and mock drills.

Among those who were interviewed were BJP leaders Uma Bharti, Kalyan Singh and Vinay Katiyar, who talked about the the events in the run up to the demolition.Behl rejected the BJP's charge that the sting operation was being made public at the behest of Congress for polarising elections.

Asked about the BJP's demand that the Election Commission stop the telecasting of the sting operation, he said, "We have not got any information from Election Commission regarding this.

"Our stand is that it is the responsibility of the media. We are not contesting the elections. Our aim is to bring out the truth and that is what we have shown. Truth is bitter to some people. Whichever authority demands tapes from us, we will provide it to them."

Codenamed 'Operation Janmabhoomi' was based on the interview of 23 leaders who were allegedly in the forefront of the demolition for which a conspiracy was hatched at the level of two Hindu outfits, the VHP and the Shiv Sena, but not jointly.

The "confessions" named BJP leaders L K Advani, Murli Manohar Joshi, Uma Bharti and others for "secretly planning" out the demolition in an elaborate way, the news portal said.The tapes claimed that even the then chief minister of Uttar Pradesh Kalyan Singh and former Prime Minister P V Narsimha Rao had was in the know about the imminent demolition.

The Cobrapost claimed that out of the 23 who were "were involved in the demolition of Babri Masjid, either as conspirators or as executors" and interviewed, 12 were from Bjrang Dal-VHPBJP combine, five from Shiv Sena and the rest from other Hindu religious outfits.

In an investigation, codenamed Operation Janmabhoomi, Cobrapost claims to establish beyond doubt that the demolition was not an act of frenzied mobs but an act of sabotage planned with so much secrecy that no government agency got wind of it.

A journalist with the news portal interviewed 23 of the leaders at the forefront of Ram Janmabhoomi movement, who were involved in the demolition of Babri Masjid, either as conspirators or as executors of the conspiracy that was hatched to bring down the disputed structure.

Of these, the Liberhan Commission, formed to look into the demolition of the Babri masjid, has indicted 15.

Among those who were interviewed were Bharatiya Janata Party (BJP) leaders Uma Bharti, Kalyan Singh and Vinay Katiyar, who talked about the the events in the run up to the demolition.

At a press conference in the capital, Cobrapost editor Anirudh Behl screened the recorded interviews in which some low-rung leaders of BJP, VHP and Shiv Sena have claimed that the operation was carried out with precision by their volunteers after going through intensive training and mock drills.

The sting claims that Bajrang Dal, the youth wing of VHP, had trained its cadres in Surkhej in Gujarat and the Shiv Sena in Bhind and Morena in Madhya Pradesh.

An oath was administered to lakhs of karsevaks (volunteers) in the presence of all the frontline leaders of the movement like L.K. Advani, Murli Manohar Joshi, Ashok Singhal, Giriraj Kishore and Acharya Dharmendra, it claimed.
