Schumacher Dugan Construction Inc. is constructing a bigger and taller follow up to the office park it opened 18 months ago.
Union Centre Office Park II will be a three-story, 48,000-square-foot office building at 9078 Union Centre Boulevard.
The class A office will cost between $5 million and $6 million to construct and dirt should start moving on the project in the next week, said Mark Schumacher, vice president with Schumacher Dugan Construction.
Were racing to get it done by Nov. 1, Schumacher said. Well start moving dirt probably next week, or if it doesnt dry out, the week after.
Union Centre Office Park II will be a story taller than Union Centre Office Park I, a two-story, 32,000 square foot office building at 9032 Union Centre Boulevard that features Millikin and Fitton Law Firm, Liberty Mutual, Nationwide Insurance, Employers Health and Re/Max.
Roughly 12,000 square feet on the new buildings top floor is pre-leased by an anchor tenant but Schumacher declined to identify that tenant. He said the company would likely not make an announcement regarding the move for several months.
Schumacher said Union Centre Boulevard was 70 percent leased within six months. The remainder of Union Centre Office Park II to fill up within a year or two once people see the project, he said.
I think people need to see it up in the air, Schumacher said. Once they see it, the calls will start coming in. Theres not much available in this West Chester market, as it is.
The building will offer Union Centre Boulevard visibility, with some tenants receiving signage along the busy roadway, he said.

Construction is underway in Luling on a $6.5 million building that authorities say will help the St. Charles Parish Sheriff's Office consolidate its enforcement divisions in one location and provide its own state-certified training center.The expansion of the law enforcement complex will be a 34,000 square feet multi-purpose center next door on a lot almost 2-1/2 acres on Judge Edward Dufresne Parkway.
It will house the cadet training center, victim's assistance program and the special services division, which includes community outreach and crime prevention programs. Currently those units, and about 30 staffers, are in three different locations around the parish.
"This is probably the most centralized location in the parish," Champagne said of the Luling site. "Everything won't be here, but pretty much all of our enforcement people will be here in Lulling and the beauty of this place ... is that we are centrally located.
"If an emergency happens, we can get to any of the four corners of the parish, whether it's Des Allemands, Bayou Gauche, Montz, St. Rose, Ama, we can get to any location literally in about 10 minutes if we had to mobilize a group of people, like SWAT."
The building is expected to be complete by June 2015. Money to build it was borrowed in a 20-year bond that's backed by an existing property tax, said project manager Major Sam Zinna said.
Murray Architects of Destrehan designed the building. Aegis Construction of LaPlace was the low bidder on the job, authorities said.
The building is being constructed to withstand 150 mph winds. In addition to office spaces, it will include larger, updated classrooms with modern audiovisual equipment, a gymnasium area for physical training and a commercial kitchen for use during an emergency.
"Training has always been at the forefront for my dream for St. Charles Parish," Champagne said. "We have been able to take this agency from a rural country sheriff's office to a modern one. It is the result of the training that we've done."
In 2003, the Sheriff's Office become a Peace Officers Standards and Training Council-certified site, one of 26 in Louisiana. That designation allows other agencies to send their officers to St. Charles Parish for the 12-week law enforcement training program for deputies.
The training center is currently operating in a wing of the Boutte Adult Education center, leased from the public school system, Champagne said. The Sheriff's Officeis currently conducting its 20th training academy class and has trained more than 500 officers, he said.

My bank said they ordered an appraisal for my loan, but no one ever came inside the house. Does this sound right to you?
For certain types of loans, such as home equity loans, banks follow specific federal guidelines (called Interagency Guidelines) which allow for the bank to use an exterior-only appraisal from a licensed or certified appraiser in some cases. These types of exterior appraisals are typically used in low-risk lending situations, and can also used by banks for pre-foreclosure, loss-mitigation, and similar situations. Since the property is only observed from the street, the homeowner may not even know that the appraisers visit took place.
With exterior-only appraisals (sometimes referred to as drive-bys), assumptions are made about the interior, sides (if not visible from the street), and rear of the property, as well as the site in general, based on the limited viewing of the property, along with public records, any records in the local real estate MLS system, aerial imagery, or file information the appraiser has on the property, as long as the sources are determined to be reliable. For example, the appraiser may see that the visible parts of the property are in average condition displaying little-to-no needed repairs, so he could assume that the entire property is of similar condition. Or, based on the county records, the appraiser could assume the subject has a covered back patio, a fireplace, and a detached utility building, none of which is visible from the street. Keep in mind, these exterior-only appraisals are not typically ordered for first-mortgage loans, such as when you buy a house.
For first mortgages, a full appraisal is usually conducted, which includes the appraiser viewing the inside and outside of the property. In these situations, the inventory of the property is observed by the appraiser (rather than making assumptions, as in exterior reports). However, it is important to remember that the appraiser is not a home inspector, so he will still make certain assumptions. For example, the appraiser may assume the utilities are functional, the structure is sound, there are no health hazards, and so on, as long as there is no evidence to the contrary.
There are some situations where the bank can loan without the use of an appraisal. If there is ever any question, remember this: a borrower can ask to review copies of all valuation reports that the lender used.
I got my own appraisal a few months ago because I was thinking of listing my house for sale. Now I want to refinance, but my banker wont take that appraisal.

The Destin Community Center is set and ready to go for a much needed roof replacement.
Its leaking pretty bad, the roof is over 20 years old, said Parks and Recreation Program Coordinator, Nick Coleman. Its mostly just due to wear and tear, but you can only do so much with a patch-up job.
The Community Center, originally built in 1991, has weathered several hurricanes, incurring roof damage with each storm.
It started leaking in Opal, said Recreation Manager Lisa Firth referring to the 1995 hurricane. We had it repaired, but then when Ivan came (2004) it really racked it, and since then we havent been able to stop the leaking with repairs.
The roofing project, which cost the city $289,560, has been in discussion for several years as Public Information Manager, Doug Rainer explained, Its been in the works for many years, and talked about for quite awhile.
Coleman also stated that the city was just waiting on funding before delving into a full roof replacement.
Construction on the roof is scheduled to take place throughout the upcoming months in increments and, the staff ensured that the Community Center will remain open and fully functional.
No programs will be hindered because of this, said Coleman. The paneling takes up one of our parking lot areas, thats the only thing it hinders.
Construction was scheduled to begin March 24, but due to unpredictable Florida spring weather, the dates have been delayed. Construction will more than likely begin this week.
It was supposed to be started but the rain has pushed it back, said Firth. All the materials are here, were ready.

Professor Thomas Akabzaa, Chief Director at the Ministry of Energy & Petroleum, has expressed grave concern about the quality of imported wires and cables.
Such wires are substandard and could lead to fire outbreaks and consequently loss of lives and property, according to him.
Prof. Akabzaa therefore called on the Ghana Standard Authority (GSA) to work with the Energy Commission (EC) to check the importation of inferior electrical cables.
Speaking at a ceremony in Accra recently, he said, GSA and EC must continue to work together to ensure that only certified electrical wires are allowed onto the Ghanaian market.
Prof. Akabzaa commended local manufacturers who produce quality materials, urging everyone to patronize made in Ghana cables.
He called on certified electrical wiring professionals to endeavor to use only the prescribed type of materials for electrical wiring and refrain from executing shoddy work and illegal wiring for clients.
Prof. Akabzaa reminded the agencies of Regulation 4 of the electrical wiring Regulations L.I 2008, which states that A person shall not use a material for electrical wiring unless that material is capable of maintaining the integrity of an electrical equipment or installation under environmental conditions stipulated by the manufacturer and approved by the GSA.

The Otago Daily Times has learnt a ''small trial batch'' of meters has been covertly installed over the past year by contractors digging up footpaths for underground ultra-fast broadband (UFB) wiring.
A council spokesman denied the meters had been sneaked in, saying the project was timed to tap into the UFB work.
''It's about basic economies. If we went in and dug up the same piece of road that had just been dug up for broadband, we'd be flooded with complaints.''
A leaked document said the revenue from the water meters could be used to help pay off Forsyth Barr Stadium debt, although water used for civic amenities - including the stadium pitch - would be exempt from the water charge.
The document suggests households will be allowed 45 litres of free water each day, enough for drinking water, three, minute-long showers and six flushings of the toilet before being charged at 50c per litre thereafter.
It goes on to explain the estimated cost of water to wash a medium-sized car will be $4; watering a lawn $9 and extra toilet flushes at $1.50.
For families who prefer to use the bath, the water department suggests sharing to save costs, with three (not too soiled) people able to follow each other in the same water with no undue health risk.
Households will be encouraged to collect rainwater, which could be bucketed inside in the event of hosting guests who may also need to use the toilet.
Anticipating a reluctance to wash cars, the document recommends city parking officers be given the authority to ticket cars they deem to be ''unnecessarily dirty''.
