After Tropical Storm Lee in 2011, MacArthur Elementary School was left severely damaged. As YNN's Carmella Mataloni reports, demolition at the school officially started on Tuesday.
BINGHAMTON, N.Y. -- Demolition at MacArthur Elementary officially started on Tuesday. A crowd of current district officials and retired faculty members were on hand to watch the next phase of the reconstruction project begin.
Although it was a bittersweet moment for many, the demolition means the rebuilding is moving forward. The demolition phase is expected to be completed by December.
The entire project for the new school will cost $77 million. However, more than 96 percent of the cost will be covered by state and federal funding. The funding will cover demolition, removal, and new construction.
Before the demolition started, many people spoke about their memories at the school.
"So many people here are students, parents and people in our community, share those memories so people don't forget about this wonderful building," said Sherry Laskowski, a former third grade teacher and parent.
Once demolition is completed, construction will begin in January. The entire project is expected to be complete by fall 2015.

The demolition of Newtown's Sandy Hook Elementary School will be unusually thorough, say officials, to ensure no part of the school is sold for mementos of the tragic shooting. Most of the building will be completely crushed and hauled away to an undisclosed location.
When the old Sandy Hook Elementary School is demolished, building materials will be pulverized on site and metal will be taken away and melted down in an effort to eliminate nearly every trace of the building where a gunman killed 26 people last December.

Contractors also will be required to sign confidentiality agreements and workers will guard the property's perimeter to prevent onlookers from taking photographs or videos.
The goal is to prevent exploitation of any remnants of the building, Newtown First Selectman E. Patricia Llodra said Tuesday.
"We want to be absolutely certain to do everything we can to protect the privacy of the families and the Sandy Hook community," she said. "We're going to every possible length to eliminate any possibility that any artifacts from the building would be taken from the campus and ... end up on eBay."
Demolition is set to begin next week and be finished before the Dec. 14 anniversary of the shootings. Town voters last month accepted a state grant of $49.3 million to raze the building and build a new school, which is expected to open by December 2016.
The contractors' confidentiality agreements, which were first reported Monday by The News-Times of Danbury, forbid public discussion of the site as well as photographs or disclosure of any information about the building.
Llodra, the superintendent of schools and other town officials have been discussing how to handle the demolition for weeks. Llodra said they want to shield the victims' families and the community from more trauma, and don't want any part of the school used for personal gain.

The City of Pottsville took its blight fight to a new level Monday by approving the demolition of seven run-down properties.
They include what City Administrator Thomas A. Palamar said was "the worst of the worst" properties on the list compiled by the Pottsville Blight Task Force - 674 N. Second St., a row home that sustains constant damage from exposure because its front door is broken off its hinges. The owner is Said Attalla, Mississauga, Canada.
"We're hoping we can start the demolition in the next couple weeks," Palamar said at the council's regular monthly meeting at council chambers, City Hall.
The council awarded five demolition contracts to Penn Earthworks for the following addresses. The names of the owners of those properties and the cost of the demolition projects include: 674 N. Second St., Attalla, $19,850; 439 Fairview St., Joseph Yutz Jr., $16,300; 433 Fairview St., Andrew Chillemi, $18,800; 303 N. Ninth St., Garage Flex LLC, $19,850; and 657 N. Second St., Investment Property Cheap, $17,770.
The council awarded two demolition contracts to Northeast Industrial for the following addresses. The owners' names and the cost of the demolition projects include: 407 W. Laurel Blvd., Apt. & Acquisitions, $20,750; and 235 Pierce St., Tina Brown, $15,350.
The Brown property was the site of the accidental fire that left four children and two adults dead in Pottsville on Mother's Day.
The council plans to use $80,503 from its 2011 federal Community Development Block Grant and $75,000 from its 2012 CDBG account for the demolition project. The plan is to lien the cost of the demolition to the properties' owners.
"We're going to make them pay for it and the city will not take possession of any properties," Palamar said.
The council rejected demolition bids on three properties because they were too high. They include:
- 317 N. George St., owned by William Lucabaugh, received one bid from Northeast Industrial for $42,490.
