Quick-thinking good Samaritans, including TV's "Dr. Oz," helped save the life of a British tourist whose leg was severed by a runaway taxi in midtown Manhattan.
The 23-year-old victim, Sian Green, was struck in a Rockefeller Center plaza Tuesday.
Union plumber David Justino fashioned a tourniquet with his work belt for one of Green's legs. He used a dog leash for the other injured leg.
Mehmet Oz, who was walking in the area, rushed over when he heard the accident. He credits Justino for saving the woman's life.
Police Commissioner Raymond Kelly said Wednesday the woman's family is en route from Leicester, England. She remains sedated.
Police say the cab driver was issued a summons for being an unauthorized driver. The accident is under investigation; he could face other charges.

Retired plumber Barney Smith is sitting pretty on a bizarre record - after building the world's largest collection of toilet seats.
Barney, 91, has been collecting the unusual items for more than 40 years, and puts his artistic touch on every seat he collects. Barney displays his 1,100 seat collection in his garage, which doubles as a museum in San Antonio, Texas. He takes the wooden toilet seats, which over the years he has had easy access to due to his job in plumbing, and decorates them with anything from photos, paint and even car registration plates.
Some of his seats feature hand-painted designs by Barney, while others are decorated with native American arrowheads and other nik naks. Barneys collection began after he was searching for a base to display a set of deers antlers at his home in San Antonio. He found that an old toilet seat offered the right dimensions and provided a good base on which to mount the antlers.
'The museum is open on an appointment-only basis, and Ill show anyone who wants to see it.'

The plumber who saved the British tourist who lost her foot after being hit by a taxi in New York today lashed out at passers by who stood around taking pictures - and revealed she is still unconscious.
David Justino said he was appalled that a group of Americans reached for their phones rather than helping Sian Green, 23, when the out of control vehicle careered into her.
He tried to visit the fashion student, from Leicester, her at Manhattan's Bellevue hospital this afternoon, but was told that after surgery she was in 'no condition' to see anybody and was turned away. Scroll down for video

After a yellow cab jumped the curb in New York City and severed the leg of a pedestrian, Dr. Mehmet Oz rushed to the scene to help first responders and a good Samaritan who were already helping the injured woman.
The accident occurred Tuesday morning around 11 a.m. outside Rockefeller Center in Manhattan, where Oz tapes his syndicated talk show, "The Dr. Oz Show." A British tourist was on the sidewalk when the cab stuck her and severed her leg.
David Justino, 44, a plumber, rushed to the woman's aid and made a tourniquet from his belt before he got some unexpected help.
"I was down there holding it and I felt somebody nudge me and I was a little angry and I said 'I'm waiting for a doctor,'" Justino told ABC News station WABC-TV. "And I heard, 'I'm Dr. Oz,' and I went, 'You're Dr. Oz?' I said what should I do, and he said, 'You're doing it.'"
The celebrity doctor later posted a photo with Justino on his official Facebook page, praising him and the first responders for their quick thinking.
"I applaud the quick thinking and heroic actions of David and the first responders. My prayers are with the victim for a speedy recovery," Oz wrote.
Another victim suffered minor injuries and refused treatment.
Police questioned the driver, 24-year-old Mohammad Himon, for more than an hour, WABC reported. He was finally released after being given three summonses.
The tourist, identified as Sian Green, was in surgery as of Tuesday night, according to WABC.
