Toledo City Council today approved a zoning change to clear the way for a new apartment building to house college students on West Bancroft Street near the University of Toledo
Council voted 9-2 in favor of the change for 2565 to 2661 Bancroft. Councilmen Tyrone Riley and Jack Ford voted against. Councilman Matt Cherry was not present for the meeting.
Developers plan to demolish a former night club, coffee shop, and other buildings on Bancroft near campus for the $27 million construction project to put up a 143-unit building designed to appeal to college students.
The developer needed a special-use permit and zoning of mixed commercial-residential on the 6-acres at the southeast corner of Bancroft and Westwood Avenue. The plans won approval from the city plan commission and from councils own zoning and planning committee, where it was the subject of about 90 minutes of discussion.
Mr. Riley said complaints from some neighbors in the adjacent Bancroft Hills subdivision gave him reservations about the project.
The builder, Guy Totino, of Cleveland, refused to answer questions about the project.

NEWARK Federal prosecutors said a contractor has admitted conspiring to pay about $40,000 in bribes to NJ Transit employees to obtain snow removal contracts.
Edward ONeill of Toms River pleaded guilty Tuesday to a complaint charging him with conspiracy to commit bribery. He faces up to five years in prison when hes sentenced April 22.
ONeill, 53, was the president of PPW Contracting, which provided professional power washing and snow removal services for NJ Transit.
Prosecutors said that between September 2011 and March 2012, ONeill and another PPW executive agreed to give and then gave an NJ Transit employee about $20,000 in exchange for help in securing a snow removal contract for the Trenton train station. They said the employee was serving as a cooperating witness.
The two executives later agreed to give the employee another $20,000 including $8,000 that was supposed to go to an NJ Transit supervisor in exchange for their help in securing another snow removal contract.
The second executive, 55-year-old Thomas Braden of Toms River, pleaded guilty last month to bribery. He faces 10 years when hes sentenced.

Plymouth Council heard three presentations during a workshop session Jan. 7 on a request to demolish two buildings in a historic zone on Germantown Pike, build a gym facility on Colwell Lane and allow construction of a 12-lot subdivision off Riverview Road.
Attorney Craig Lewis, representing the Metroplex Shopping Center off Chemical Road, said the owner of 229 and 231 W. Germantown Pike was requesting a certificate of appropriateness to demolish two buildings because they have black mold, are crumbling inside and cannot be remodeled for reuse. The buildings are located in the historical district of Plymouth, and the certificate is required for demolition of buildings.
Lewis said the building at 231 W. Germantown Pike dated to the early 20th century, according to the cultural resources group.
It had a number of additions put on at various times. It has no historic value to it, Lewis said. It was occupied for a time and it is not occupied now.
Lewis described the building at 229 W. Germantown Pike as an older structure.
Councilman Martin Higgins asked what would happen to the Livezey House building in the future. Lewis said it would not be affected by the demolition of the two nearby buildings and would continue to be preserved since it is located in the historic district.
The land will become open space and might be used for a part of the Montgomery County Cross County Trail in the future, Lewis said.
Council Chairman Sheldon Simpson said that a certificate of appropriateness would be acted on at the Jan. 13 council meeting.
Darin Barker, the owner of CrossFit Inspire of Frazer, asked council not to oppose his companys zoning request to build a CrossFit in an industrial warehouse at 1050 Colwell Lane. The company has a hearing before the Plymouth Zoning Hearing Board scheduled for 7 p.m. Jan. 20 at the township building.
