    Bakery Square developer to present expansion plan

    Now that it has filled office leases on a former bakery site where the city's Larimer, Shadyside and East Liberty neighborhoods converge, Walnut Capital is ready to add far more space on the former Reizenstein Middle School property across the street.

    The East End real estate and development firm goes before the city planning commission Tuesday to describe the six-story, 218,000-square-foot office building that will anchor the commercial aspect of the Bakery Square 2.0 project.

    Walnut Capital expects to spend more than $120 million overall developing the side of Penn Avenue that abuts Mellon Park, across from the retail shops, eateries and offices of Bakery Square.

    It has already begun construction of new housing, which ultimately will include 350 rental apartments and 57 townhouses. The office space at Bakery Square 2.0 is to total 400,000 square feet, with another one or two buildings to be constructed after the first one, said Walnut Capital managing partner Gregg Perelman.

    "We're basically doubling down on the office space, which is currently very strong in our niche market," he said. "Part of the reason it's so strong is we're so close to the universities, with strong working relationships with Carnegie Mellon and the University of Pittsburgh."

    Bakery Square filled up more than 200,000 square feet in four years with technology-oriented, university-related tenants such as Google, the UPMC Technology Development Center, Pitt's Department of Rehabilitation Science and Technology, CMU's Software Engineering Institute and the VA Human Engineering Research Laboratories.

    Mr. Perelman expressed confidence that Walnut Capital was not over-building in the East End.

    "We have good opportunities we believe will come to fruition soon," he said. "In this market, you have to be sure about things."

    The developer is hoping to begin the new office construction by March, with the building ready for use by tenants by late 2015.

    One new physical feature the planning commission is likely to take a close look at is a skywalk over Penn Avenue designed for use by office employees at Bakery Square 2.0, giving them weather-protected access to the existing parking garage across the street. Residents of the apartments and townhouses to be built would use underground parking on their side of Penn.

    Alangilan councilmen file complaint vs resort owner

    THREE Alangilan councilmen filed a complaint before the City Prosecutors Office against the owner and four other staff of Metro Safari resort on Friday.

    Alangilan councilmen Donard Alimpolo, Alex Sausi and Roy Retiza filed a complaint before the City Prosecutors Office against Metro Safari resort owner Francis Rey Cabuga and his associate Eddie Hechanova, spouses Teddy and Ma. Lucia Lizares, and Bonifacio Cahilig Jr.

    The councilmen said the Cabuga and the four others committed violation of Presidential Decree 1096 for constructing facilities without the required building permit, and violation of Republic Act 8435 for premature or illegal conversion of land without an approved order of conversion from the Department of Agrarian Reform.

    They said that despite the notice of violation and work stoppage order issued by the Office the Building Official and orders by Mayor Monico Puentevella and the City Council, Metro Safari never ceased from doing construction works.

    The three said Cabuga did not apply for any permit. They said concrete posts that serve as a foundation of a huge structure are already erecting at the site, excavation works are being done, and deliveries of construction materials are continuing each day.

    The owner has shown his stubbornness in following the law where various concerned agencies of the government have already informed him that he needs to secure first permits and clearances, they added.

    They said the permits should be secured from the city's Office of the Building Official, Department of Environment and Natural Resources, Department of Agrarian Reform, among others, before he proceeds with the construction of his resort at Barangay Alangilan.

    In June 11, 2013, Cabuga has written former Alangilan village chief Degie Tanista, informing that he plans to put up a resort with a zoo, clubhouse, swimming pools, camping site, playground, rentable cottages and picnic huts.

    Cabuga said he wants to contribute to the tourism industry of Bacolod and be an instrument to the education of children as well as adults in the appreciation of zoo animals.

    He also wanted to help foster the creation of more jobs and meaningful employment for the local community of Alangilan.

    Familiar faces at City Hall

    A new year brings few changes to Keokuks city government.

    On Thursday, incumbent Mayor Tom Marion and incumbent council members Mike OConnor of the 1st Ward, Ron Payne of the 3rd Ward, Sandy Pollitt of the 5th Ward and Susan Dunek of the 7th Ward were sworn in.

    Assistant Lee County Attorney Bruce McDonald administered the oath of office to Marion. Then Marion did the same for the four returning council members as well as former council member Dan Winn, who was elected in November to an at large council seat formerly held by Zane Zirkel. Zirkel did not seek re-election to another four-year term.

    Council members John Helenthal, at large, Mike Moore, 2nd Ward, Larry Mortimer, 4th Ward, and Roger Bryant, 6th Ward, will serve through Dec. 31, 2015.

    APPOinted positions

    City Clerk Barb Barnes, Finance Manager John Russell, City Treasurer Nicole Nagel, Police Chief Dave Hinton and Fire Chief Gabe Rose are retaining their appointed positions.

    Other management personnel retaining their jobs are Mark Bousselot, director of public works; Charles Pietscher, water pollution control superintendent; Pam Broomhall, community development director; Jeff Riter, Street Department manager; Nate Buckner, Sanitation Department manager; Carl Lawson, Sewer Department manager; and Gary Stepp, Parks, Bridge and Cemetery Department manager.

    In other business during the first meeting of the new year, the council:

    CHICO -- Most people appreciate a little privacy in the bathroom, but a new state law now requires those doing remodels or additions to invite building officials right on in.

    The passage of Senate Bill 407 in 2009 requires water-conserving plumbing fixtures in any property built before 1994 that undergoes additions, alterations or improvements.

    The code change, which requires the work prior to final building permit approval, took effect Jan. 1.

    The code change essentially means toilets, showerheads and faucets must be converted to low-flow fixtures for projects such as kitchen remodels and room additions. Noncompliant fixtures are toilets that use more than 1.6 gallons per flush, urinals that use more than 1 gallon per flush, showerheads that flow more than 2.5 gallons per minute, and interior faucets that emit more than 2.2 gallons per minute.

    The mandated conversion has building officials, contractors and those pondering potential home projects worried about potential implications.

    "Was it the best of intentions? Absolutely. The problem is that things are just more complicated," said Kate Leyden, executive director of Valley Contractors Exchange.

    Inevitable impacts

    While goals for water conservation are admirable, the law may have unintended consequences, Leyden said.

    Tornado recovery too slow for some

    TIPPECANOE CO., Ind. (WLFI) - For many in the area, the tornadoes that hit the area may seem like a distant memory. But for those like the Gicks who had homes, barns and other structures damaged by the winds, the rebuilding process continues.

    A cold January wind blows outside Ed and Micky Gick's home south of West Point.

    The damage on the siding is still clearly evident. The nearby barn needs major repairs after the Nov. 17 tornadoes blew through.

    "It's frustrating, very. It kind of gets you a little mad," said Ed.

    He has pictures of what his home looked like after the storm. A piece of wood impaled the side of the home near the side door. His barn was heavily damaged and his shed demolished.

    Ed remembers when he and Micky heard the house creaking, they went to the basement and watched through a walk-out door as the debris flew by.

    "I thought the whole house went away and apparently it was just the barn hitting the house, said Ed. I feel very fortunate it wasn't worse. I'm very fortunate it didn't hit the house."

    Apart from the snow on the ground, six weeks later, it looks about the same, though a temporary patch fills the hole by the door.

    That's what's so frustrating.

    "No, it hasn't been simple at all. Everything has been a hassle," said Ed.

    Five join Western Iowa Tech faculty

    SIOUX CITY | Western Iowa Tech Community Collegeadded five full-time instructors to its faculty fall semester.

    Shonda Blum, a resident of Manilla, Iowa, is an instructor of nursing, responsible for teaching LPN students at WITCCs Denison campus. She teaches Nursing I and Nursing II.

    Blumalso is employed as a nurse at Manilla Manor, a residential care facility. She was previously employed as an independent case manager with a focus on occupational health, workers compensation, and ergonomics.

    Sheholds a bachelor of science in nursing degree from Creighton University and is currently enrolled in Regis University, working on a masters degree in nursing education. She is a certified occupational health nurse (COHN) and a certified case manager (CCM).

    Ben Segebart, a resident of Dow City, is an instructor in the electrical program at WITCCs Mapleton location. His duties include teaching electrical theory, installation of wiring systems, introduction to wiring, principle of motors and transformers, motor control, advanced commercial wiring, field installed commercial systems, programmable logic controllers, and workplace communications.

    His previous position was with the Home Builders Institute which included teaching electrical, carpentry, plumbing HVAC, and landscaping. He received his electrician diploma from WITCC and holds a master A electrical license andcertifications in electrical and mechanical thermal imaging.

    Chris Mansfield, a resident of Sioux City, is instructor in the Audio Engineering Technician and Audio Production Assistant programs. He is responsible for training students in diverse skills required in the fields of audio, sound studio operations, current music technologies, and music and sound production as they are applied in the fields of music, film, video, television, and interactive media.

    Through a combination of hands-on exercises, lectures, team projects, and real-world applications, Mansfield introduces students to audio theory and competency with industry standard tools including the operation of a professional sound-mixing and recording studio.

    Mansfield formerly owned and managed his own media production company, Woodland Media Productions. He has been employed in corporate communications at Long Lines Ltd., and was senior director at KTIV Television. He has for many years been an adjunct instructor at WITCC and an instructor in the colleges Institute for Lifelong Learning.

    He holds an associate degree in technical studies from Western Iowa Tech Community College.
