LITTLE ROCK, AR - The City Board of Directors will decide Tuesday whether to tear down 13 residential structures they call severely dilapidated, deteriorated and/or burned condition.

The first step would be to tear them down, however, a group called "Stop the Demolitions, Little Rock" says turning them into weed lots isn't solving anything.

"Where there are mulitple properties on one block when you tear those down the reuse potential and the opportunity for redevelopment of those properties really falls to almost zero," said Vanessa McKuin with Stop the Demolition.

Tearing down the 13 homes will likely cost the city upwards of $48,000.

The city says they've worked to revitalize communities where they've torn down homes by partnering with organizations like Arkansas Baptist, Habitat for Humanity and Better Community Developers to actually develop homes in some of these places.

Demolition of 13 "Unsafe" Homes Meets Opposition

Demolition work to make way for Perth's first Topshop Topman store will be completed this week, with a grand total of 35 tenancies having been gutted to make way for the fashion retailer giant.

The $8 million store will be the equal-largest Topshop Topman in Australia at 2,200 square metres on par with the Brisbane store that opened earlier in December.

The last phase of demolition - removal of the Carillon Arcade balcony - commenced on Monday night.

Retailers were told it would take two to three nights to complete, with work done at night to prevent interference from heavy machinery noise and vibration from the breaking of the building's slab.

The project relocated 15 tenants into others stores, 10 stores were closed and 10 pop up shops were either moved or closed.

A Carillon City spokesperson said the development was on track to open in October 2014.

Harry Clark Plumbing and Heating encourages their customers to be aware of air duct scam tactics. In the last four years, Dateline of NBC, Better Business Bureau, Consumer Checkbook and Angies List have warned against companies advertising air duct cleaning at low prices, such as $49.95, and now it appears the scam is back.

The scam is a typical bait and switch. Once the company arrives, they will never do the service. According to the National Air Duct Cleaning Association air duct cleaning should run an average price between $300 and $400. The new scams promise to not only clean your air ducts, but service your furnace and clean your dryer vent. Is it a surprise that it cant be done for $49.95?

A Harry Clark Plumbing and Heating customer was called about the duct cleaning special from a company called Indoor Air Quality. They scheduled the duct cleaning at the special rate. She thought the price was too good to be true, but decided to have them do it anyway. Once on site, they reported to her that the duct system located under the floor was damaged and ruined by rodents. She would need her duct system replaced at a cost of $650 per heating outlet. She had nine outlets so the cost would be $5850 to repair the damage. At that time, she realized she had made a mistake. She then called Harry Clark Plumbing and Heating who did a survey and discovered that the duct system was in good shape. There was no evidence of damage from rodents.

Another Harry Clark Plumbing and Heating customer was called by the same scam companys telemarketers. When she told them she used Harry Clark Plumbing and Heating for that type of work, they told her they were Harry Clark. The telemarketer was willing to tell the customer just about anything in order to get the lead. The customer knew better and called our company to report the rogue action. Harry Clark Plumbing and Heating then called Indoor Air Quality, and they said they would fire the employee for saying that. The manager was informed of the telemarketers name, however, that telemarketer still works there.

According to the EPA duct cleaning has never been shown to actually prevent health problems and no studies conclusively demonstrate that particle (dust) levels increase inside because of dirty air ducts. Furthermore, the EPA states that no chemical biocide is registered with the EPA for use inside of air ducts. Duct cleaners often offer to kill mold fungus and bacteria by spraying some type of biocide inside the ducts. Angie's List and Consumer Reports both agree with the EPA on duct cleaning and have issued warnings to their clients about possible scams. Most heating contractors also agree with the EPA that in most cases duct cleaning is not necessary. What are important are clean filters, coils and heat exchangers to maintain your systems efficiency. If only we had done what Hong Kong did and started a war on landslides right after the Highland Towers collapse.

MY back neighbours house sits on land higher than mine. We share a retaining wall that is about three metres high on my side.

Both my neighbour and I dont pay much attention to our wall. Weve lived with that wall for eight years now and so far so good. There are no signs of cracks or earth movement.

I think I am safe from falling walls and landslips because I live in an old neighbourhood located on generally flat terrain and theres no high-rise development on slopes overlooking my garden patch.

Not being on hilly terrain was one of my prerequisites when I was house hunting more than a decade ago.

Houses perched on the side of a hill may offer a great view and bragging rights but to me, that cant compare to a sense of safety one gets from being on flat ground.

My reasoning is simple: I did not trust the way hill slope development was managed then and I still dont.

Twenty years after the Highland Towers disaster on Dec 11, 1993, our hill slope management is still sloppy, as evident from our stories to mark the anniversary.

We interviewed many experts. One, in answer to a question, How far have we come in improving our system as well as our attitude towards the development and maintenance of slopes since this tragedy? said: Since 2010 the authorities have done quite well by coming up with guidelines to manage new hillside development although there is still room for improvement.

However, there is very little done for older slopes.
