But White and Weideman, like many Kokomo business owners, are thankful for the help theyve received from their neighbors in the wake of the tornadoes.

    Staying strong became a little more difficult Wednesday for local business and home owners when the Federal Emergency Management Agency denied Indianas request for a major disaster declaration in Howard County.

    The Indiana Department of Homeland Security now has 30 days to submit its appeal in hopes of providing grants and low-interest loans for citizens and businesses in Howard County. In the meantime, White said, financial uncertainty remains, even as the business plans to reopen at its new location.

    When I think about the uncertainty of knowing what will be covered and what the bottom line will be with the insurance, it causes a lot of anxiety, she said.

    Indiana Department of Homeland Security Senior Public Information Officer John Erickson said the process of requesting FEMA funding began Dec. 4. IDHS performed an assessment using a list of damage classification criteria for homes and businesses provided by FEMA. Homes and businesses hit by the tornadoes were classified as destroyed, major damage, minor damage and affected.

    After the IDHS gathered initial data, which was verified by local county and city officials, FEMA performed a joint preliminary damage assessment to make sure the numbers on both estimates matched. Erickson said FEMAs final assessment determined that the severity and magnitude of the damage was not great enough for federal assistance to be granted.

    City Hall to get key-card access

    GLOVERSVILLE - The Common Council on Tuesday approved a contract to install a secure door access system in City Hall and the Police Department for about $73,000 - $10,000 less than previously expected.

    The key-card access system is one of the city's approved capital projects for this year. The city expected it to cost $84,000 but Adirondack Security submitted a price quote, including wiring and installation, for $73,555, according to the resolution.

    The resolution also notes an annual service agreement is included in the installation price for the first year. It covers license updates, parts, labor and travel costs for $5,695.

    Police Chief Donald VanDeusen recommended the new entry system and said the work to is expected to begin at the start of the new year.

    "Chief VanDeusen met with several companies to make sure we could get the most bang for our buck," Mayor Dayton King said. "We are getting a good system for a decent price."

    All City Hall doors will be outfitted with the new locks. Employees will be given key cards for swiping in areas of the building they're allowed to access.

    City Hall now uses a traditional lock-and-key system throughout the building.

    King said the city's debt-service payments will not increase from borrowing through serial bonds.

    He said Finance Commissioner Bruce Van Genderen has a strict policy of paying back bonds in five years or less.

    King said the new system will allow the city to know who is where within City Hall and protect assets in the building and police department.

    Lompoc eyes Chinese elm removal project

    Lompoc is looking at trimming the number of city-owned Chinese elms to remove fast-growing trees that require constant care so they dont interfere with utility lines.

    The proposed Elm Tree Removal and Replacement Project, presented by the Urban Forestry Division, will take place over a five-year period and suggests removing about 30 to 40 percent of the 1,111 Chinese elms on city property and rights of way.

    The Lompoc Beautification and Appearance Commission

    discussed the first draft of the long-term plan Tuesday night and the proposal may make its way to the City Council in the next few months.

    Chinese elms are high-maintenance trees that grow quickly without water and about 100 of them pose a threat to power lines, said Urban Forestry Supervisor Codie Blea.

    Were calling it the Elm Tree Removal and Replacement Plan, but there are other trees involved, Blea said. Its about high-maintenance trees and ones that interfere with utilities and electric power lines. The maintenance issues with them are daunting.

    In 2014, the projected first year of the plan, Blea told the Beautification and Appearance Commission that the city will target Chinese elms and other high-maintenance trees in the northwest part of town.

    Without quite as many of those trees, money can be used for public road maintenance instead, he said.

    We dont want to keep replacing our sidewalks and curbs because we are planting the wrong trees in a small area, Blea said. We want money to go to roads where they belong.

    After the trees are removed, Blea said the Urban Forestry Division will offer to plant new trees that require less maintenance and will not interfere with

    THURSDAY, Dec. 12, 2013 (HealthDay News) -- Another code within DNA has been discovered by scientists -- a finding that the researchers say sheds light on how changes to DNA affect health.

    Since the genetic code was first deciphered in the 1960s, scientists have believed it was used solely to write information about proteins. But this new study from University of Washington scientists found that genomes use the genetic code to write two separate languages.

    One language describes how proteins are made, and the other helps direct genetic activity in cells. One language is written on top of the other, which is why this other language went undiscovered for so long, according to the report in the Dec. 13 issue of Science.

    "For over 40 years, we have assumed that DNA changes affecting the genetic code solely impact how proteins are made," team leader Dr. John Stamatoyannopoulos, an associate professor of genome sciences and of medicine, said in a university news release.

    "Now we know that this basic assumption about reading the human genome missed half of the picture," he said.

    This other code may be where diseases can develop, when the more complicated job of regulating how genes are expressed in cells goes awry, the study authors suggested. The finding could have a significant impact on how scientists and doctors interpret a patient's genetic code and lead to new ways to diagnose and treat health problems, the researchers said.

    "The fact that the genetic code can simultaneously write two kinds of information means that many DNA changes that appear to alter protein sequences may actually cause disease by disrupting gene control programs or even both mechanisms simultaneously," Stamatoyannopoulos explained in the news release.
