Flooding cancels opening day for Spencer County Little League

    - April 8, 2015 by Mr HomeBuilder

TAYLORSVILLE, Ky. (WDRB) -- Monday afternoon it was quiet and calm at Ray Jewell Memorial Park in Taylorsville where, just days earlier, flood waters caused major problems for the Little League. All four baseball fields seem deserted, covered in water and layers of mud.

I didn't know the current was going to take over and blow all the fences down," said Little League vice president Chris Redmon.

Three days ago the entire park was covered in water. It washed away dirt from under the bases, removed a pitcher's mound and even carried off a port-a-potty.

"I mean we lost a lot of stuff it just floated away," said Redmon.

Corn and tobacco stalks fill the field and dugouts. Dirt, leaves and debris stuck in fences still standing, and a shed for baseball gear was moved off its foundation by the rushing water.

"It was about a foot into the concession stand," Redmon said.

A lot of food and drinks that were inside the concession stand will end up in the trash, and the overall damage is estimated around $60,000.

The current was so strong that it brought down a fence onto the new batting cages they're building and moved a picnic table more than 50 yards. One bench, which was supposed to be in a dugout, ended up on the other side of the diamond.

Opening day is supposed to be April 18, but 250 little leaguers like Mason Wright, 10, and Jacob Redmon, 8, will now have to wait.

"I really wanna play right now," said 10-year-old Mason Wright. "I like to see kids play and I like having friends."

Northwest Arkansas lawmakers list benefits of legislative session

    - April 8, 2015 by Mr HomeBuilder

A proposed constitutional amendment on the 2016 ballot originated in Northwest Arkansas and would benefit this region the most if voters approve it, local lawmakers said.

That amendment is just one of a range of benefits and potential benefits Northwest Arkansas will see out of the just-concluded session, regional lawmakers said.

Sen. Jon Woods and Rep. Lance Eads, both R-Springdale, were lead sponsors of Senate Joint Resolution 16. The proposed constitutional amendment allows cities to issue bonds for economic development projects and allows cities with populations of 500 or more, incorporated towns, school districts and counties to form compacts for economic development.

It would allow a city, for example, to issue bonds backed by city sales tax revenue to build a road or other infrastructure to attract a new business. It requires voter approval in the 2016 general election to take effect.

Requests for the proposal came directly from supporters such as the Springdale Chamber of Commerce, Woods said. Sen. Uvalde Lindsey, D-Fayetteville, said Northwest Arkansas is in a better position to benefit from the proposal than most areas.

"We have the resources to take advantage of this, more than other areas that need it more," Lindsey said. Northwest Arkansas has the tax base to support those projects, he said. Other cities in greater need of economic growth do not.

As a major population center, Northwest Arkansas will also receive a disproportionate amount of benefit from tax cuts passed in the session, lawmakers said.

"We all know we'll be getting money in our pockets from a $100 million state income tax cut, and we'll certainly benefit from that," said Rep. Jim Dotson, R-Bentonville.

A direct benefit Northwest Arkansas will see from the 2015 legislative session is construction of a State Police troop headquarters. Woods and Rep. Jana Della Rosa, R-Rogers, co-sponsored a bill that finances a new building for Troop L of the State Police in Lowell. The current headquarters in Springdale is too small and outdated.

Allowing a plumber or electrician to have three apprentices at a time instead of one during the training and certification process should ease a chronic shortage of those skilled trades in fast-growing Northwest Arkansas, Dotson said.

Change order coming to reconfigure interior of new Lansdale muncipal building

    - April 8, 2015 by Mr HomeBuilder

By Dan Sokil dsokil@21st-centurymedia.com @dansokil on Twitter

Borough Director of Community Development John Ernst said April 1 that an $80,000 change order will be needed for several changes of equipment and furniture locations, moving utility lines and other work identified as plans meet reality.

Our thinking is, we dont really want to spend the amount of money were spending on the building, and not have it work the way it want it to work on opening day, Ernst said.

Those change order items were identified after staff noted the new building does not feature a main reception desk for visitors, a feature the old borough hall closed in November 2013 did but the current temporary complex does not.

After we have been in the trailers, and working with equipment for a period of time, weve realized some of the decision we made about how we will work in the new building will probably not be as effective as they couldve been, Ernst said.

Now, were making the new building respond to the way that were working, he said.

The main motivation of the change order will involve moving power and data lines and lighting equipment near the entrance of the new building, where staff and the architects who designed the new building originally did not plan for a standalone reception desk. The initial plans for the new building would have the public go straight to reception desks similar to those in the temporary trailers, but through our year and a half in the administrative trailers, weve changed that thinking, Ernst said.

In the old borough hall, the receptionist greeted anyone who came into the office helped direct traffic, maybe stopped traffic there and answered a question, instead of proceeding to a customer service window and asking a question there, where staff who handle specialized functions like bill payments may not know answers to more general questions.

Weve come to realize that that becomes quite cumbersome for staff who are not familiar with the process of dealing with those types of questions that come up, Ernst said, and having a receptionist as a front-line person to help weed out and direct traffic would save staff time elsewhere.

Adding the new reception desk area would require changes like drilling through a concrete floor slab that has already been poured, running wires, opening drywall that has already been installed as the contractor has tried to keep to their schedule to have the building ready for borough use by late August, Ernst said. Other changes also accounted for in that change order include moving electrical and data outlets to fit the furniture that has recently been ordered, converting planned waist-level swing gates into full doors for security purposes, and adding security cameras and emergency call buttons throughout the building, to make staff as safe as we possibly can.
