    2 Investigators: City Way Behind On Tree Removal, Trimming

    (CBS) Theres a huge backlog of thousands of requests for city trees to be trimmed or removedoften because residents believe they are damaged or dead and could be dangerous.

    The CBS 2 investigators learned some of those requests date back to 2011. `

    Worse yet some people have been seriously injured and their cases have cost the city millions of dollars to settle lawsuits.

    The case of Erick Leon highlights the apparent disconnect thats existed between complaints being filed and work getting done.

    In 2010, a 200 pound decayed tree limb in Lincoln Park fell on Leons back as he bicycled back from making a restaurant delivery.

    All of a sudden I heard this snap, Crack, Leon recalled.

    He was left paralyzed from the waist down. His lawsuit against the city was recently settled for $5.5 million.

    His attorney, Michael Goode says that at first the city said there were no complaints on file with the city prior to the day Leon was injured. Then, through discovery in the case, 16 complaints surfaced. They included several requests for tree trimming from a resident who said there were multiple dead branches on parkway trees, in front of his house on Grant Place.

    UI Prepares To Axe 35 East Rock Trees

    Christy Hass, the citys tree warden, unveiled that list of trees slated for removal Wednesday evening at a neighborhood meeting in the East Rock Magnet School auditorium.

    Dave Goodson, vegetation manager for United Illuminating (UI), flipped through a slideshow of 35 trees the power company plans to remove. UI plans to cut down the trees which it says are dying, diseased, or decaying as part of the conversion process to an updated power circuit in the East Rock neighborhood.

    If [a tree] is on this list, its got some serious problems with it, and it needs to come down, Goodson said.

    About 25 neighbors showed up to hear about UIs plans, after removal notices appeared on trees around the neighborhood. The meeting occurred in the midst of an ongoing debate concerning UIs proposal to clear eight feet around all power lines and cut down thousands of street trees in the city.

    East Rock Alder Jessica Holmes said at the presentations opening that the tree removals associated with the power circuit upgrade comprise a separate conversation from the enhanced tree-trimming plan UI proposed earlier this year.

    Many power circuits in New Haven neighboring East Rocks have undergone the same updates, prompting the same procedures for cutting down and pruning branches along the power lines, UI said. The meeting was a chance for the power company and the city to answer neighborhood questions at a time when tensions about trees and power lines have been running high.

    Hass said the almost two-hour meeting was intended to connect the 25 attendees with UI employees so they could share as much information as possible while UI is receiving so much publicity in the press.

    I as the tree warden dont want to be the one standing on the front line getting shot at, getting yelled at, because UI hasnt communicated what theyre going to do, Hass said. This is a give and take so we can all begin to trust each other a little more.

    At 80 years old, the Whitney Avenue substation near the Eli Whitney Museum is vintage, UIs Jim Cole said during his presentation. It feeds power to circuit 79-Y, which is bounded by Livingston Street on the West, Willow Street on the North, State Street on the East and Humphrey Street on the South.

    Water Waster Wednesday: Broken Sprinkler Heads

    Despite our recent rain, some businesses are still letting their sprinklers run inefficiently.

    Broken sprinkler heads can come in all different forms. Some are just small leaks sending a light stream of water onto the sidewalk, while others can be much larger, causing water to shoot several feet into the air. This week, we received photos showing all different kinds of leaks.

    Our first stop was to the Crossings at Bell apartment complex.We caught up with owner Gene Rahll, who explained in some cases broken sprinkler heads can be hard to avoided.

    That's why the Crossings have created a policy to make sure any issues are caught quickly.

    "Every Friday afternoon we go through around 600 sprinkler heads to check them," he told us, after we brought his attention to a leak outside of the office.

    Last year Rahll told us they even installed a new water saving system to help conserve more than just this precious natural resource.

    "Water costs a lot of money, so we don't want to waste it," he told us.

    When we were done at the Crossings we headed across town to Caprock High School. A photo sent to us showed water shooting several feet into the air.

    When we reached out to the school district, they told us a gasket had blown out of the main irrigation water line.The AISD assured us the water has been shut off and work will continue this week to fix the rupture.

    Sam's Club was another business caught with a broken sprinkler head. We passed along the photo in hopes of having the issue corrected, something the business said they would look into.

    Study Sheds Light on Marijuana and Paranoia

    July 17, 2014 -- An in-depth investigation has concluded that people who smokemarijuanaare much more likely to have paranoia than people who don't use the drug.

    The study also identifies psychological factors that can lead to feelings of paranoia in people exposed to the main psychoactive ingredient in marijuana, THC.

    The team of researchers, led by Professor Daniel Freeman, PHD, of the University of Oxford, found that worrying, low self-esteem,anxiety,depression,and having a range of unsettling changes in perceptions most likely lead to the feelings of paranoia.

    A paranoid person is someone who has an unfounded fear that others intend to harm them. Many people have some degree of paranoia. Those who are young, poor, in bad health, contemplating suicide, or using marijuana (also called cannabis) are more prone to have paranoid episodes.

    The scientists set out to explore two things:

    They tested 121 participants between the ages of 21 and 50. All of them had taken marijuana at least once before.

    None of the participants had a history ofmental illness, and all were screened to rule out relevant health conditions. But all of those taking part said they'd felt paranoid at least once in the previous month.

    The volunteers were not invited to smoke joints. Instead, the scientists injected some of them with THC in order to ensure the results were as accurate as possible.
