    Spanish officials halt building demolition after four nights of riots

    Spanish authorities Friday halted the demolition of a popular community center in Barcelona after four nights of fierce riots by opponents who set trash bins on fire and smashed shop windows just before the summer tourist season.

    It was some of the worst rioting in Spain's second-largest city since the start of the nation's economic crisis in 2008. The violence highlighted Spaniards' frustration with persistently high unemployment -- especially among young people -- and the slow pace of recovery.

    The demolition and planned redevelopment of Can Vies, an abandoned municipal transportation building in Barcelona's working-class Sants neighborhood, angered squatters who had occupied the building for 17 years. They had transformed the site into an unofficial civic center for artists, musicians and those down on their luck, offering free film screenings, exhibitions, martial arts classes, concerts and job training.

    After the squatters were ordered out Monday and bulldozers began wrecking the building's outer walls, central Barcelona erupted in violence. Thousands of demonstrators clashed nightly with riot police, who fired air horns and foam bullets into crowds of hooded youths. Some protesters hurled rocks and glass bottles at police barricades, and a bulldozer and TV van were set on fire.

    More than 60 people were arrested over four days of unrest.

    The Can Vies protests drew widespread support across Spain, where the unemployment rate tops 26%. The jobless rate is more than double that among those younger than 30, a demographic to which the Can Vies center catered. Peaceful demonstrations in solidarity with the squatters were planned in several other cities this weekend.

    On Friday afternoon, Barcelona's city hall issued a short and unexpected statement announcing a temporary halt to the demolition. "The city maintains its willingness to find a negotiated solution that is satisfactory to all parties involved," it said.

    The statement did not provide a timeline for talks.

    Squatters called the city's offer disingenuous and vowed to start rebuilding the partially wrecked structure Saturday.

    "Negotiations were broken when the city ordered the eviction of Can Vies and began the demolition when there were still people inside," Pau Guerra, a spokesman for the squatters, told reporters late Friday. He also called for the resignation of Barcelona Mayor Xavier Trias and the local Sants councilman, Jordi Mart.

    The demolition of ChristChurch Cathedral has been cleared to resume following a high court judgement.

    A judge has ruled a formal commitment from the Anglican church to rebuild a cathedral on the site is reason enough to lift the stay of demolition on the 133-year-old building.

    CPT resolved to deconstruct the cathedral down to a level of two to three metres in March 2012, but the Great Christchurch Buildings Trust applied to judicially review that decision.

    Justice Graham Panckhurst said the decision by the Church Property Trustees (CPT) to deconstruct and rebuild a new cathedral was fair and considered and their motives to demolish were neither improper, dishonest nor a conflict of interest.

    And he said the argument over whether it should be replaced with a contemporary design was not for the court to decide.

    The next hurdle for the church lies in convincing the Canterbury Earthquake Recovery Authority (Cera) to rubber stamp deconstruction starting again and church authorities are well aware that the wrecking ball is still some way off.

    "While permission has been given for deconstruction CPT is under no illusion that that will be able to happen soon. The consent process lies before us," Bishop Victoria Matthews says.

    And for long time demolition opponent Jim Anderton the battle is not over yet.

    "We're not going to appeal this decision, but there could be appeals not just by us, but by others, against any decision of Cera to continue with demolition. The game isn't over by a long shot so we live in hope that we will see this cathedral restored," Mr Anderton says.

    Emergency demo expected for Troy building

    The city is planning an emergency demolition of 3278 6th Ave. on Monday after a partial building collapse there earlier in the month.

    Michael Morris, a city spokesman, said the building is a threat to public safety.

    Morris said a letter was sent Tuesday to the owner of the dilapidated 6th Avenue building, Mordechai Kaplinsky of New Jersey, but Kaplinsky has not responded.

    The collapse damaged the Troy Bike Rescue headquarters next door at 3280 6th Ave., and founder Andrew Lynn said the volunteer bike repair and refurbishment shop is closed indefinitely, as advised by the city, until the collapsing building is dealt with.

    Troy Bike Rescue's annual fundraiser takes place on Saturday, but because of the damage the organization has relocated the event to the Sanctuary for Independent Media at 3361 6th Ave.

    Lynn said the city has been aware of the disrepair of Kaplinsky's building since last year, but has been slow to act.

    "It is really hard to get any info from the city of Troy," he said. "All we know is we are closed indefinitely."

    Lynn said he is holding the city responsible for fixing the damages to Troy Bike Rescue.

    Morris said Lynn's claim is currently an internal legal matter.
