    Developers Strive to Fill Colorado Springs’ Big-Box Retail …

    Filling large blocks of retail space is a never-ending challenge for Colorado Springs' commercial real estate industry. It seems the minute one retailer or business announces it's taking over one of the area's 40,000-square-foot-and-up spaces, another big-box occupant announces its departure.

    Some big-box spaces have been filled in the last 11/2 years: Wal- Mart opened Neighborhood Market stores in spaces once occupied by King Soopers and Albertsons groceries; Garden Ridge , a Texas -based home decor superstore, moved into a vacant Target; and farming and ranching retailer Big R and a Planet Fitness health club took over a former Cub Foods/Grocery Warehouse store.

    But Kmart and J.C. Penney recently announced they'll close stores in May,. And a handful of other cavernous spaces have been vacant for several years, including the former Macy's department store at The Citadel mall, which has been empty since 2009; a Circuit City on Powers Boulevard , vacant since the electronics chain went under the same year; and an Albertsons on Central Academy Boulevard that's been shuttered since 2006.

    More big-box closures loom if the Albertsons-Safeway merger announced last week results in a shakeup of the local grocery landscape. Meanwhile, Wal-Mart previously said it plans to close its Sam's Club on South Academy in favor of a new Sam's that will be part of a shopping center south of the Springs.

    "That's the way this market has felt for five years or more now," said Jay Carlson , a broker with Front Range Commercial in Colorado Springs . "We make some kind of stride - one step forward. And then we take one or two steps back."

    The problems of large vacant retail spaces go beyond creating a gaping hole in a shopping center or depriving a building owner of rent payments. Some of the spaces become targets for vandalism and theft, and it often hurts smaller retailers who had located near big- box anchors to feed off the traffic they draw.

    Colorado Springs , like other cities, has had its share of large empty stores over the years.

    One factor in play in the Springs during the last 10 to 15 years: A few retailers, such as Best Buy , closed stores on Academy in favor of moving to Powers, which has become the area's busiest retail corridor and is near neighborhoods with higher household incomes.

    The local and national recessions added to the problem over the last five to six years. Circuit City and soft goods retailer Linens 'n Things , for example, went out of business, leaving behind well- located spaces along Powers and North Academy .

    At the same time, some financially healthy retailers shelved expansion plans to wait for the economy to improve, which kept vacant spaces dark even longer, said Fred Veitch , a vice president with Springs-based Nor'wood Development Group .

    Three restaurants to join Newport News City Center movie theater complex

    The 12-screen Paragon movie theater under construction in City Center is set to open in late May with two connected restaurants. An Italian restaurant featuring outdoor bar seating and fire pits will join the complex in October.

    Florida-based Paragon Theaters began advertising that it's "coming soon" online and with signs around the building, where passers-by may notice the geometric windows of the entrance at the corner of Fountain Way and Mariners Row facing the fountain. The theater will feature two "extreme" 60-foot screens, recliner seating and dining trays to hold food items.

    Paragon City Center 12 will be the company's third theater to incorporate its My Pi custom pizza and craft beer restaurant and will be the first one to debut its Neo Kitchen + Bar concept, said Paragon spokeswoman Niki Wilson. She described Neo as a "refined gastropub featuring wine and craft beer." Neo's menu is still being finalized but customers will be able to view it online at NeoKitchenandBar.com once the website is finished.

    Travinia Italian Kitchen and Wine Bar plans to open its 13th location at the theater site with a separate 6,500-square-foot venue on Oct. 1, said Ralph Ruocco, the company's vice president of operations. The restaurant seats about 275 people both inside and on the patio, which will have fire pits and lounge furniture. Staff can also open exterior doors by the bar to allow customers to sit outside, he said. The restaurant plans to host live entertainment.

    The menu features 75 items for lunch and dinner including contemporary Italian and American fare with popular entrees like beef tenderloin, salmon encrusted in pine nuts, spinach and goat cheese salad, crab cakes and tiramisu. The average entree costs about $15, he said. The restaurant will employ about 100 full- and part-time workers with hiring to begin as early as August, Ruocco said. Travinia, a 12-year-old chain based in Greenville, S.C., is opening another restaurant in Richmond in August.

    Why does it call itself a "wine bar?" Travinia serves about 60 wines by the glass, including imports and Virginia wine. The general manager can adapt selections based on customer sampling and feedback, Ruocco said.

    "From a site selection standpoint, that site has a lot to offer," Ruocco said, adding the company looks for both the residential and business density like that in Oyster Point and a draw for foot traffic like the movie theater.

    Paragon also operates a 12-screen theater in the mixed-use Spotsylvania Town Centre in Fredericksburg. Pricing for the theater hasn't been finalized yet although it will compare to what's in the market, Wilson said. Customers can reserve seats online and sign up for a rewards program to get discounts, Wilson said. A theater can also be rented out for private events, business meetings or video game parties where customers bring their gaming console to play on the large screen with their wireless controllers.     A Winnipeg plumber who has been thawing frozen pipes on hundreds of properties says he received an order from the city to stop the method he's using.

    Don Connors is the owner of Shields Plumbing and Heating.

    He said he's helped hundreds of properties this winter using his electric thawing machine.

    Connors said he received a letter from the city.

    "This is the letter stating that I'm not allowed to use the method of thawing," he said.

    Connor said the city is concerned the machine will damage city infrastructure, but he said hes doing everything correctly.

    He said his crews hook the key to an electrical machine similar to the city's machine, but with less power, which sends a current that thaws a property's pipes.

    Connors said the city ordering him to stop is a mistake.

    "If every company in the city had this equipment...and we all used it and did our job, the city wouldn't have a list the way we have today," said Connors.
