CAIRO A new development is coming to Cairo from a familiar Southern Illinois businessman.
Jerry Westlund, owner of several Southern Illinois properties, including The Pony and Social House in Carbondale, has entered into a contract with the city of Cairo to receive tax increment financial funds to develop Pit Stop Pizza within city limits.
The resolution passed by the Cairo City Council March 24 states Westlund is eligible to receive up to $44,000 in reimbursement funds. The payment is for existing building renovation and site preparation costs.
Westlund said Pit Stop Pizza will be a pizza and sub restaurant, similar to an establishment with the same name in East Cape Girardeau, across from a business owned by Westland called The Pony.
He said he is redeveloping a modular building in Cairo and will probably invest more than $100,000 in site preparations, a parking lot and lights for the restaurant.
I think this will be something Cairo can be proud of, he said. I think there is a lack of quality development going on down there and hopefully we will be a part of a rebound. I think the folks down there are being under-served right now.
Westlund said he will be using local labor for the construction and hopes to have the restaurant open by June 1.
In addition to the businesses in East Cape Girardeau, Westlund owns The Pony, the Newell Building and the building inhabited by Social House in Carbondale on East Main Street. The Pony in East Cape Girardeau is an adult entertainment establishment. The Pony and Social House in Carbondale are considered liquor establishments.
He said he had two tenants wanting to move into the vacant areas of the Newell building, but one backed off after resistance from the city about the legality of the business. The second tenant is still looking to have a video gaming establishment.
Westlund said the restaurant in Cairo is a restaurant that could serve beer and wine, but that would be up to the tenant.

Leaky air-conditioning duct joints, especially those running through a hot attic, create a moist environment for toxic black mold & mildew.
Solution: Seal all air conditioning duct joints with the special flexible mastic tape available at heating and cooling supply and do it yourself hardware stores.
Toxic Black Mold Problem #2
In warm environments, impermeable vinyl wall-coverings can trap moisture-laden air as it moves from the warm exterior to the cooler interior. Toxic Black Mold degrades the drywall and adhesive behind the vinyl wall-covering.
Solution: Use paint or apply wall-coverings with permeable paper backings that don't trap moisture on exterior walls.
Toxic Black Mold Problem #3
When washing machines in a room without a floor drain overflow or hose connections burst, water with no point of exit will soak into adjacent carpet, drywall and insulation.
Solution: Always provide a floor drain near the washing machine. Install an overflow pan directly under the machine or install a 1-in. lip at the doorway to contain overflows in main-level or second-story laundry rooms. (An overflow pan is available for about $125 plus shipping from AMI, 800-929-9269.)
Toxic Black Mold Problem #4
Water-resistant drywall used as a the backer quickly degrades once subjected to moisture.

MILLIONS of books. Millions of sermons. That's how comprehensively the message of Easter has been dealt with over the centuries.
It's enough to make this scribe break out into a cold sweat as a glance at the calendar confirms this week's reflection should focus on Easter.
Anxiety sets in. What can I say that hasn't already been said? How can I convey the incredible, life-changing story of Easter in a way that will connect with people where they're at in their contemporary lives? How can I present something that will be fresh and relevant through the relatively few words I'm privileged to share here?
A PowerPoint slide-show erupts inside my head. My mind begins to focus on memories of Easters celebrated in earlier years. Scenes flash by of poignant moments of solemn reflection as I participate with others in re-enactments of Jesus washing the disciples' feet on the night of his arrest. Then there are the slides of Good Friday services - of deeply loved hymns sung passionately in remembrance of Jesus' death on the cross. Hard on the heels of these come the brightest slides yet, showing incredible scenes of celebration as the tomb in which Jesus' body was interred stands empty and desolate, testifying to the resurrection of Jesus from the dead. Joyful singing and eyes shiny with laughter and hope characterise these happy occasions.
Most of the slides are set in conventional, churchy places. But not all. Many show how we've celebrated Easter with simple, outdoor, sunrise services at places like Pilot Hill in Yamba and local lookouts at Orange and Broken Hill. Then there are the very special Easter celebrations on sheep and cattle properties embedded within outback areas where there are few ecclesiastical trimmings - just good, honest, hard-working families who suspend their daily routines just long enough to acknowledge the power of difference the life of that one man, Jesus, has made to the world.
This colourful and joyful PowerPoint presentation within my head eases my anxiety somewhat. But I'm still grappling with the challenge of how I convey the deep, deep significance of Easter through this column.
I know what it means to me. But its significance is truly mind-boggling and difficult to summarise without resorting to well-worn clichs and churchy language.
And then it happens. I realise I don't really need to spell out the significance of the events of that first Easter. Many more eloquent than I have done that over the years. Instead, I'll simply announce the glorious, pivotal Easter message - "Christ is Risen" - and invite everyone to run their own PowerPoint presentation of bygone Easters. And even if, for many people in more recent times, Easter has been largely about having a break from work, eating Easter eggs and travelling to enjoy some special event, there will probably be some slides, somewhere, that bring to mind aspects of the Easter story we have learned in the past - truths that have touched our spirits and caused us to respond. And when that happens, I pray that God will use that recollection to bless and challenge us so that we are once more re-energised by the hope that springs from Easter-biased faith.

OPINION: Re-energised by Easter Faith
