Several capital projects in the Pine-Richland School District were given the green light by the school board last week.
The board approved Specified Systems of Canonsburg as the lowest bidder to complete the window replacement at Richland Elementary School for $118,400.
Gary Zang, the district's director of facilities management, said the full window replacement will be more energy-efficient than the building's original windows. The project will also cost less than originally anticipated.
We probably won't see these kind of prices again, but this time it really worked out well for us, he said.
A start date for the project at Richland Elementary has not yet been set.
The board also approved a proposal from The Hite Company of Pittsburgh to replace the metal halide lighting in the high school gymnasium, green gymnasium and weight room with T5HO fluorescent lighting.
It will cost $13,302 to replace the lighting, but the district will receive $2,236 in rebates from the utility company and an estimated $7,396 in annual energy savings, Zang said.
The board also approved Florida Consulting to develop bid specifications and advertise for district-wide roof repairs for a cost of $25,000.
A district-wide analysis completed by Florida Consulting last fall found that roof repairs costing an estimated $149,500 were necessary at Hance, Richland and Wexford Elementary Schools, the middle school and the high school.

As northwest Ohioans fling open their doors to run from the house to shed cabin fever, they might want to remember to examine door screens and the rest of the house to get it back into shape after such a rough winter.
The biggest thing right now is checking screens for holes so no bugs get inside, said Brian Yeager, a manager at Neighborhood ACE Hardware in Sylvania.
Bugs? Really? Yep. They come with warm weather, and though it seems a long time coming, warmer weather is coming, and with it comes chores homeowners must do to prepare their houses for spring and summer.
If you cleaned leaves from the gutters last fall, Mr. Yeager said to check them again this season.
With the rain storms coming, check the seams to make sure none has split due to the ice, Mr. Yeager said. Also, Make sure the down spouts are clear and pointed away from the house. Use extensions to make sure water flows from the house and not into the basement.
Safety is foremost, as pointed out by William Sinz, manager at Home Depot on West Alexis Road.
For damaged gutters, homeowners without roofing experience shouldnt do more than simple tasks, like securing nails and adjusting spouts. Beyond that, its safer to get a professionals help, Mr. Sinz said.
Spring and summer is no time to ignore the furnace, either. Jeff Chamberlain, the owner of Pro Hardware in Whitehouse, said furnace filers in summertime should be changed every 30 days.

Nest is finally launching its sleek Learning Thermostat in the UK, following a series of delays caused partly by our slightly awkward way of doing central heating in this country. It's simultaneously launched its first utility partnership in the UK with energy provider npower.
The Learning Thermostat has been available for some time in the US and Canada and has been widely praised both for its bold design and connectivity capabilities that allow users to remotely monitor and control the temperature in their house using an app.
Wired.co.uk has spent some brief hands-on time with the Nest and never imagined it would take such pleasure in using something as humdrum a thermostat. Two simple actions -- rotating it and gently pressing on it -- give you access to the full array of features, and even programming timers this way is astonishingly easy.
The thermostat was designed by Nest founder and CEO Tony Fadell, who previously worked for Apple on designing the iPod. Nest was sold to Google in January this year for $3.2 billion(1.9 billion), but the company is continuing with its mission of reinventing household tech and making it available across an open platform.
The UK market has proved tricky for Nest to wrap its head around, but that the company's had a jolly good crack at making its popular piece of kit work for us, redesigning both the hardware and the software of the thermostat so that it will fit in with our way of heating our abodes. Nest has integrated the programmer and the frostat into the thermostat itself and there's an extra piece of hardware that comes with it -- a heat link, which will turn off your boiler automatically when we turn the temperature down.
There are a range of differences between the way we heat homes to folks in the US: we use boilers instead of furnaces; we don't tend to require air conditioning (no need, believe it or not); we have no idea what our exact "comfort temperatures" are and tend to go with how we feel and our main expectation of our central heating systems is to be able to turn of the boiler at a preprogrammed time.
Nest sure has done its homework alright, but it's been a longstanding ambition of the company to expand into the UK, which is why when it launched the Nest Protect smoke and carbon monoxide detector last autumn that it did so here at the same time as it launched in the US and Canada.
"With the UK Office of Gas and Electricity Markets saying that UK residents spend on average about 1,342 per year on energy, and heating responsible for over 60 percent of the bill, it's the perfect time to bring the Nest Learning Thermostat to the UK." said Lionel Paillet, Nest's general manager for Europe."Nest Learning Thermostat customers in the US experience savings of approximately 20 percent on average off their heating and cooling bill and we're looking forward to helping customers in the UK save as well."
The potential for saving on energy bills is the main appeal of the Nest Learning Thermostat in the UK and the company knows it too. It's working with npower to provide thermostats to its six million existing customers and is also trying to incentivise other companies to advertise it to their customers by helping them relieve pressure on the grid and assisting with sales promotions.
Obviously the full range of scheduling features are built in to the UK version of the thermostat, but what Nest is really hoping will help sell it to us are the efficiency features, which are ultimately the elements that will help us to reduce our bills. The Nest Leaf appears on the thermostat whenever you are using energy efficiently and its True Radiant system that prevents your heating from overshooting or undershooting its target temperature. The smartest bit of the smart thermostat are the algorithms that learn your behaviour patterns, but it also helps you to recognise these patterns too by providing you with a monthly energy report.

FARGO - A Fargo city prosecutor says he may soon issue an arrest warrant for an owner of the historic downtown Black Building for allegedly failing to properly install a new boiler system in the 84-year-old building.
City officials say the boiler system, which inspectors ordered to be fixed last year, isnt bringing in enough clean air to operate and so may be recycling old air throughout the building, which could cause dangerously high levels of carbon monoxide.
A city prosecutor who was unable to serve a subpoena on co-owner Lloyd Sampson said an arrest warrant may be issued in municipal court to get Sampsons brother, Daniel, another co-owner, before a judge to compel addressing the issue.
Theyre not cooperative at all, Assistant City Attorney Jason Loos said.
DTL Properties, which owns the Black Building, could face a fine of up to $81,000, or $1,000 per day for each day the company is alleged to have been in non-compliance. The city accuses the owners of DTL Properties of failing to comply with city code from Dec. 6 through Feb. 25.
Lloyd Sampson said in an interview Monday he is aware the city was trying to bring them to court, but he called the entire situation a misunderstanding.
